Front Axle Pressure L3130

I wonder if it comes this way from the factory to the dealer to prevent moisture from getting into the axle during storage and shipping and it's the dealers job to remove it while doing the initial service.

As I recall the l3130 I had the hose was connected to the coolant tank. I took it off and tied it in the engine compartment.

My vent was attached there also. I removed it due to a pressurized axle when i first checked the fluid. I thought someone just made a mistake. I have a 3130 also.
