Frozen Water Line, Will this do any good?

I believe deep frost can keep moving down, even after the weather turns warmer. I think you will need to keep a fairly strong trickle going for a while yet. Probably can remove the snow now now.
This.^^ ... Let the sun hit it -- and devise an insulating and IR blocking cover for application at night.

Well, I removed all the snow cover that was over the pipe under my parking lot. Half the line is still covered as it has been all winter. That half is closest to the house. I have had a very small trickle left on at times in the last week, and it appears that the line is not about to refreeze. Sometimes in the middle of the night, I get up in a PANIC because I can't hear the water trickling but it's always a false alarm.

I tried the frost free hydrant at the garage, that comes off the "T" last weekend, and it was still frozen, so it's not like the frost has gone away, probably just not immediately near my slightly warmed up water line.
