Well, looks like we cleared up any uncertainty over that !
In that case, lightly pinch off the inlet hose to the filter, cut it, and insert shut off valve. Princess Auto in Canada, maybe Northern Tool in US? sells a tool specifically for pinching hoses, but a dull or padded set of small vise grip pliers will work just as well.
It won't take much to stop the fuel flow, so go easy on the squeeze !
