I'd remove the fuel cap, pull off the line going to the input side of the filter and blow some compressed air (low pressure!) back toward the tank: if you blow by mouth you'd be able to tell if there's a blockage, one that would dislodge and then perhaps re-block (tank outlet)*. And if all is good there then (with all that put back) pull the output side of the fuel filter and use something like a MityVac to pull fuel. If all pans out here then it's likely a pump issue (or fuel lines; return lines are a good thing to check).
* At this point it COULD be a bad fuel cap. Blocked vent.
I had issues when I first got my Kioti. I suspect that I was getting an ice blockage at the tank nipple outlet: small exit hole wouldn't take a very sizable ice pellet to block; I suspect the formation of the pellet would have started right there (smaller fuel mass and more exposure to temperature drop.
I once had a piece of woody material lodge up between the fuel hose from the tank and the frame. I was able to figure this out by blowing back from the filter.
