fuel supply issue on TC 45D

I have a 2003 New Holland TC45D that I'm having issues with. I have a good supply of fuel when I loosen the bolt on top of the fuel pump to bleed the lines, but I cannot get any fuel to the injectors. I have tried loosening them and cranking when they are loose, but no fuel arrives. Any suggestions?

Its not uncommon for the shut off solenoid to become inop..
Its located to the left of the injection pump.. it looks like a "red bull" can..
It unscrews from the housing.. normally a big pair of pliers will get it out if it doesn't have a hex head on it..
If taking it out & trying to start the engine doesn't get fuel out of the lines.. then you have injection pump problems..
THE rack is stuck..
SOMETIMES you can free it up by sticking a 90* scribe in the shut off hole & try to move the rack back & forth..
BE GENTLE.. you don't want to break or bend anything..
IF it wont free up.. you have to remove the pump..
