Full-Range Throttle Mower Engine

Not exactly tractor related, but some here would likely be able to help:
I am looking for a new Honda or B&S 5.5 to 6.5 Hp (160-190cc) V-shaft mower engine for a power cart project (DR PowerWagonPro clone) that must have full-range throttle ability, not just full-speed or off. Hard to determine carb/governor set-up from most mfg lit. Want something this way out of the box not have to change or modify carb or gov.

Most small engine (today) have friction throttle lever (governor) for constant speed, its pretty easy to disable and to be able to run throttle butterfly as variable..... Don't see any problem other than getting linkage to work like you want it....

That is how all used to be, but most today, including replacement engines of any brand, are Fixed-Speed .... a quick start and off-to-the-races at full throttle....some may be changeable, but many do not even have a proper throttle. With further research I have found some that still have full-range throttle, so should be good.
