The way I understand what the wheels are used for is to stop you from cutting up your lawn (anti-scuff). I don't have a deck on my 1533, but on my baby lawn tractor I have always had the wheels just "below" the lowest part of the deck. When making sharp turns the wheels take over and stop the deck from touching the lawn... Right or wrong, that is what I do and it works well.
EDIT... I should also say, the wheels do not touch the ground at all, unless they contact for what ever reason.
