Hey, Todd- I thought about a pulley system, too, until I found those wheels. On edge, it fits nicely against the wall behind my boat; in the summer, the snowblower takes its place. Horrible pic, but you can see one of the wheels there, under the Thomas the Train sheet...
Looks like you're mowing a hayfield!!

The pic of the thing on wheels was just after I got it --used, can you believe it?-- and had sharpened the blades, greased it and washed it. It doesn't look quite so clean now, but not bad.
I try to mow only when the grass is dry (good luck with that this year!), then just use an air hose to blow everything off afterward. I suspect it's a matter of my having mostly sand (hey, it was free, what can I say

...) for backfill around the house when I built it; it does get pretty dry. Doesn't make for a house-magazine picture-perfect lawn, but it's OK.
One other thing I do, which helps a lot, I think, it put 3 or 4 coats of Liquid Glass on the painted surfaces. That stuff is amazingly tough & slick; most debris will just blow or hose right off.
tx2310-- I think I finally got it! Sounds like you just decreased the angle on the part that goes down over the bolt studs from 90 to around 80-- then the tension will hold it on when the clips are pulled in. I'll have to try that.
