Does your excavator have a compression release, and a Thermostart intake manifold heater that works?
The farm tractors that were originally designed for running half submerged in rice paddies have a compression release. I've always thought that was to purge water out of the cylinders in case of a deep water mishap.
On those it saves the battery to spin it with compression released, then let the inertia of the spinning flywheel assist the starter after you let go of the release. Hopefully you can do likewise.
Also for your hard to start engine the Thermostart will likely help. Even better, warm the head with a hair dryer for a half hour. Make it think this is a warm restart.
That fuel filter is by far the nastiest one I've ever seen!
