What you describe is the timer light for the glow plugs. When you turn the key on it normally fires up the glow plugs for a few seconds to preheat the combustion chamber. Once the light goes out the engine is then ready to crank.
A compression release is normally a spring loaded lever that you need to twist or hold to keep the engine in the decompression mode. Releasing it lets the engine build compression normally. My last tractor (Bison) had compression release to the right side of the operators foot. The Bison would not start in the winter without the use of that feature. My current New Holland does not have manual compression release but it starts very easily in cold weather.
Did you not get an operators manual for your tractor? If you did you may want to check it out closely to see if its mentioned.
