It means for CDL (over 26K)
Manufacturer's gross vehichle weight rating (GVWR) is if a single vehicle is rated over 26K, like a dump truck.
Manufacturer's gross combination weight rating (GCWR) is for truck and trailer over 26k, like truck is 10K GVWR, trailer is 18K GVWR=28K GCWR.
For example, my 3/4 truck is empty weight of around 7k with a GVWR of 9.1K. If I haul a 14K GVWR trailer (2-7K axles), then GCWR would be 23.1K (no CDL required), but I would have to make sure the payload on the truck (passengers, cargo, and trailer hitch weight) is less than 2100 lbs to stay within the GVWR of the truck. Also, each axle on the truck and trailer needs to be within their rating as posted on truck door or trailer.
Actual weight is for registered under 26K, but overloaded.
Registered weight. Not sure about details, but I think you can register for a higher load rating.
