That's the thing about asking what something is worth: To who? 20 people might have 20 different answers.
This is no single answer.
If an owner and a buyer agree on a value, a transaction can occur.
If its worth more to the owner than someone else, the owner should, and will, keep it, ....because they value it more. But it still has 2 different values.
