Governor spring(s) on LA175 with Briggs & Stratton 26 HP twin

My LA175 has been phenomenal, but was recently surging. I bought a new carb and after installing, it runs smooth as can be! But, the RPMs are a good bit higher than previously. I believe I've found the issue to be a missing spring on the governor linkage with the throttle. When I look on a parts diagram site like jackssmallengines, it says there's 2 governor springs - yet my setup only has one. I believe I'm missing part #691019. I'm about to order one, but have no idea where it goes. Can someone help?

Found this listing on ebay that shows (I believe) my setup. I think it shows the governor & throttle linkage, and the 2 springs. I believe I have the larger spring...

Can you see any holes in any of the linkage that look like they have some wear on them?

I don't. Here's more pics - with it being dark out, maybe it will stand out better where the other spring goes?
