Maybe look into oil extraction pumps for inboard boat motors. I think some of those will actually go down the dipstick tube to pull the oil out might be what you need

I have one of these that works very well:

I got that one specifically because I wanted both the hand pump and the pneumatic pump, that way I can use it in the shop or someplace else.
Seems to be pretty much identical to our name brand one at work.

They don't work very well with viscose liquids, only so much energy in one D cell battery.

Had only one experience with a fuel can with a flame arrestor. Took about 15 minutes to fill the can without spilling fuel , had to dribble it in with the pump valve just barely cracked open.
They made it so it could only be removed with pliers and that destroyed it, so I haven't had any problems filling it since.
Don't worry too much about burning myself up. Been fueling equipment up since before 10 years old. My dad warned me about gas fumes and open flame about that time too when we were burning brush piles. Made sense then just like it does now.

A flame arrestor is a small device, similar to a mesh screen, in the nozzle of the can. The screen helps prevent vapors in the gasoline container from igniting. Such a device is required on metal gas cans. Required on metal cans already and about to be required on plastic cans.
Don't quote me but one of my gas cans is a 6 gal water can. I see no difference. It looks and works like a gas can. I installed a vent like my other cans and it was cheaper than a gas can and it held more fuel... so I've been using it for about 8 years. Oh - it's blue.

Yep. I’ve been switching over to these type metal cans for the last couple years. The screen is no problem.

The yellow diesel cans are $5 more than the red gasoline cans though. Go figure.

I think the impeller is at the bottom of the tube. Can't recall for sure, but I think it's a lift pump, not a suction pump.
