does your contract state loose or compacted 8" of stone? If loose, you may be sol since no real way to prove this. since its already down, and compacted/settled over time. But thats still poor compaction. It needs weight. you measured it right.

ANd asphalt does have strength. It just depends on what mix design and mixture of aggregates are in it. And you really should be fine with 4" of stone, unless you are planning to have heavy loads frequently. More will obviously allways be better though.

If I was you, I would void the contract if possible, there is alot of good contractors willing to bust *** for business right now. No need in putting up with some B.S.
