There is a "540 PTO" indication on the RPM dial which I think is around 2300 and I was around 2000. It would not hold the 2300 but would drop down to 2000 on it's own so I need to look into that. So yes I was running (at least for some of the time) around the recommended 540 and it was bouncy.

I know nothing about your tractor, but how big is it? Rear tires's loaded?
Mine is pretty heavy. Adjusting the top link has helped mine A LOT. I also have tried to make sure I am taking smaller "bites" and I have adjusted my process so I take the front side of the stump, then the middle, then the back, rinse and repeat. I am moving the tractor more often and taking less aggressive "bites".
It still bounces a little on hardwoods, but not as much after adjusting the toplink.
