I've got a GT275 that is really hard to start; with a squirt of starter fluid she will fire up and run pretty well. I was thinking of rebuilding the card but all I see available are gasket sets (or a new REALLY expense carb).

What do folks recommend here?

You could just take it off and give it a good cleaning, or go here for a new carb:

Is the choke closing fully?

Agree with @tomplum. I would start by making sure the choke is closing all the way. only takes a few thousands of not completely closing to make them hard to start or no start.
