You can't get the Sheriff involved or the DNR? I've heard some horror stories about people killing neighbors dogs and a lot of them went bad for the shooter. Not saying I wouldn't do the same thing, just something to think about.
Depends on the state law. If he is in Texas, the following law should apply (but speaking to a lawyer would be advised)

Sec. 822.013. DOGS OR COYOTES THAT ATTACK ANIMALS. (a) A dog or coyote that is attacking, is about to attack, or has recently attacked livestock, domestic animals, or fowls may be killed by:
(1) any person witnessing the attack; or
(2) the attacked animal's owner or a person acting on behalf of the owner if the owner or person has knowledge of the attack.
(b) A person who kills a dog or coyote as provided by this section is not liable for damages to the owner, keeper, or person in control of the dog or coyote.
(c) A person who discovers on the person's property a dog or coyote known or suspected of having killed livestock, domestic animals, or fowls may detain or impound the dog or coyote and return it to its owner or deliver the dog or coyote to the local animal control authority. The owner of the dog or coyote is liable for all costs incurred in the capture and care of the dog or coyote and all damage done by the dog or coyote.
(d) The owner, keeper, or person in control of a dog or coyote that is known to have attacked livestock, domestic animals, or fowls shall control the dog or coyote in a manner approved by the local animal control authority.
(e) A person is not required to acquire a hunting license under Section 42.002, Parks and Wildlife Code, to kill a dog or coyote under this section.

Laws may vary by county, don't know. I personally talked to my county animal control officers, two at the same time, they VOLUNTEERED that if I saw an uncontrolled dog on my property I could terminate it because of concern regarding my livestock.

Out of abundance of caution, I do not discuss what I may or may not have done. Net, in Texas you can protect your property AND in my area dogs are supposed to be under control/leash.

Had a pack of dogs killing my calves last December. I talked to the owner & was told " They are not my dogs, they hang around here so I feed them". There were 5 dogs in the pack & they ended up killing 6 calves before I killed 4 of the dogs. After I got the white bull dog that was leading the pack the last dog that was left stopped coming around. I keep watching for him though because I think if he find other dogs to run with he will be back.

Some things are best done and never spoken of.

This is the best advice offered. Simply put, another way of applying the 3 S's (shoot...shovel...shutup).

The more people who have knowledge of your intentions means that there are more witnesses to be called to testify against you.

I agree with the idea of a Savage. You see them offer package deals with a scope for around $300. 223 or 243 would be my choice.

Be careful of what is behind your target. A rifle, even a 22 LR, can travel a long distance.

Make sure you practice before hand.

Check your state laws. The NC laws is pretty similar to what was posted regarding TX law. Years ago I talked with a chicken farmer who was in his 80's. He still owned the land his daddy bought, the house his daddy built, and in which the farmer was born. Still had the Farm All tractor too. :) He told me that he and other farmers in the area would get together every once in a while to kill off all of the stray dogs. The number of strays would get to be problematic. They would kill them off which would help for a time but then would have to be repeated.

Go to a fishing store buy a large trebble hook. Then go to the grocery store ask the manager for a ruined chicken. Put large piece of chicken on trebble hook hang from tree about 2 1/2 to 4 ft off ground . No sound will be made. Shovel and shut up

I would not do this. There is no guarantee you will get the offending animal. Most likely you will hurt an innocent animal. Be kind.
