Aside from the insurance angle, I wouldn't trust some transient company. I want to know who is doing the work.

^ Agreeded, but in some rural areas there isn't a qualified contractor. One has to go outside the "local" area or do with whatever "Billy Joe" puts together. One has to do due diligence.

The ones that are claiming damage and joining the scam are probably the same ones that complain about how expensive insurance is.

Just because you can, doesn't mean you should. It's a sad reflection on the ethics and morals of today's society. In most people's eyes, rules apply to everyone else, not them.
Almost 100 percent of my clients, and people I know in the Tyler area, wait for hail damage to get their roofs replaced. I don't think I've ever met anybody that has paid for a roof replacement just because they needed it, no matter how bad their roof was.
