Hand pump (for diesel )(Rotary / diahpram or Lever / piston) which do you prefer?

I installed the rotary into a 55 gal drum and after I pumped out about two gallons it quit. But I never vented it. Do I need to punch a hole in that plastic cap?

Doesn't the barrel have two screwed in caps or plugs; two different sizes? My pump screwed into the larger one and I always loosened the smaller one for a vent when I pumped fuel out.

So now it works! The smaller hole had a sealed plastic cap on it and I thought I needed to puncture it, but underneath is a piece that unscrews. After unscrewing it, I pumped out 15 gallons with no problem. Except my arm was tired by then.
