Replace it with "something"? No not exactly. The title of the thing is friction washer, not lubed washer. Tightening the spring is not a solution, merely a band aid. Back off the nut holding the spring and all that together. Back it off far enough you can lift the handle, see, feel, and move the washer. Hose it all down with brake cleaner (both sides of the washer, top and bottom, not just the outer edges). Blow it all DRY and then tighten the spring and everything back up. Tighten the nut until the throttle stays in place and feels right to you.
its not a bandaid, it worked for me for the last 200 hours without issue, and if were going to be technical, oil impregnated friction disks can't be cleaned with brake cleaner, just like brake pads can't be cleaned if brake fluid gets on them, and friction disks are generally the same material as brake pads, but what do I know.

we also have 0 idea what "lube" he used...

PB Blaster first and not sure about the lube, it's been a while. I was out of service a couple of years and everything was neglected.
