Hand touchup over existing technical drawings help

Ive seen postings on here where people have made simple different colored lines and drawings over actual photos. I think I had that software already downloaded on one of my desktop computers from years ago but my new laptop does not have it.
Can someone steer me in the right direction for a free download. Im guessing it would be some type of Photoshop program or something similar. I don't need anything complicated or with a lot of features as Im just doing simple drawings over existing photos that are on my laptop. Thanks

I haven't paid attention if the new operating systems have it, but "paint" in windows is a pretty primitive program that would probably do what you want. I'm pretty sure it was included at least up to windows 7.
