Volunteer enforcers are in Houston and Travis County Texas (Austin):
Volunteer Parking Enforcement Program
Travis County Constable Precinct 5 - Disabled Parking Enforcement Volunteer Program

"Houston holds volunteer trainings for citizens interested in getting involved in protecting their communities and helping fight disabled parking abuse.

The Disabled Parking Volunteer Program is designed to ensure individuals whose needs require accessible parking spaces have those spaces available. With the generous help of citizen volunteers, Park Houston is better able to ensure parking space availability to those who need it most.

Volunteers are required to attend a four hour training session and pass a background check. Once complete, volunteers are empowered to issue citations within the Houston City limits to those who abuse disabled parking spaces.
"

Fines for illegally parking in handicapped parking spaces: a minimum of $500 and a maximum of $750. With each offense the fines increase and community service is added.

You’re going to have to look harder than those without permits to find the abuse.

I agree, but let's pick the low hanging fruit first...

Yes I agree, I took Mom to the bank and there is one handicap parking place and 6 regular parking spots in the front parking lot. If you park in the back parking lot it is a 50 yard walk up hill, with a bad hip and a walker it could take up to 10 minutes. all the front places were taken and one guy talking on the phone was in the handicap parking place with no tag. After letting mom off behind a car and then parking in the back I started to walk up to him and he took off. If I was a volunteer enforcer he would be a prize.

Exercise in good for those with heart disease. Moss I think you meant to imply Heart Failure, the end part of heart disease - so technically you are both right.
My brother had 97% blockage and he walked just fine till the day of his fatal heart attack. Exercise is good but diet is the cure. And we can go there also - if you have heart disease and eat pizza and bacon you should not get any privileges - thats just like eating you way to obesity and getting a tag. But the way it is is all diet related handicaps get just as many parking privileges as being paralyzed.

Anyway, the tag needs to have a pic of the person so it cannot be shared. So many time I see a young person with a tag briskly walk or run into the store from a handicap parking place. Probably a shared tag.
