Traction Handling a steep slope

I only want to get down to that first large landing area. The long skinny dock does go over some soft ground. I dont plan to put tractor on that.

If you answered, I missed it. Is burning in place also not permitted?

Sounds like modifying the slope would be very risky as far as potential fines go.

I am starting to understand what being between a rock and a hard place means!

If you tried with your tractor and failed, and ended up cutting ruts in the bank, would this also put you at risk for a fine?

People who do not have to worry about local regulations might not understand your situation.

There are more and more regulations in effect where I live. I dislike them but that does not mean anything. Life in the USA Today. Disobey and you pay...

Seems cutting a path for a small unlicensed vehicle should be doable. Throw a little topsoil and some grass seed on the road and occasionally mow it. That should take care of the erosion and add value to the property (at least in my book).

Doing a switch back path grading (it might end up with some steps though, most neighbors do), trimming is all going to happen in time with permits. And Im not going to do it. Wood is to wet to burn, you might need a permit (not that, thats hard to get), depends on how dry it is when I do it (probably late August) not a lot of space to burn safely, then you need to get rid of ash. I think can have the whole thing done in a day with a platform boat. There is a nearby beach that is abandoned due to covid. Bonus would be I wont have to partially walk it up to tractor or where Id burn it either.

I have a dock on the far end on my five acre lake. This is a small, fancy all AL dock. The old dock was wood. The "trail" down to the dock area is STEEP. It's all a person can do to remain standing. Years ago I tore out and removed the old wood dock. Tore up the deck - pulled the posts. Drug a pallet down to the water - loaded all the lumber on the pallet and lashed it down. Took four trips to get all the wood.

Long rope down to the pallet. Rope attached to tractor up on the high ground. Off we go with the tractor - drug the pallet loaded with old dock lumber up onto flat ground.

I'm lucky. Here on my 80 acres it's mostly either flat or vertical.

Buy a $500 professional grade string trimmer, use 0.150" string, and mow that slope safely. Those small CUTs are easy to roll. I owned a Kubota B7510HST and would not try to use it on a slope like yours.
