I think your Lowes example is accurate as a template for mainstream retailers.
I don't think HF fits that mold. They've very deliberately cultivated a coupon culture with their marketing, and I think it's one of the key drivers for their business. Yes, they'll put restrictions on, as economics dictate: Low margin/high demand items as exclusions, some items becoming too costly to give away as freebies.
I don't ever remember seeing coupons on Lowe's receipts. Maybe a regional thing? Supermarkets around here do that, but they're the only places I've seen with coupons on receipts.
Agree on HF and coupons. They'd probably lose a lot of business if they ever did away with them. As noted earlier, lots of items almost always have coupons, it's like that's the "real" price...posted prices are for total newbies.
