i have a section of heavy duty welded wire fencing with a wood pallet on top and about 6 18 x 18 concrete pavers for weight. i drag a spring rake with my "harrow" behind it. have to clean out the spring rake often but it does a great job of breaking up the clumps and leveling. I have about 10 bucks in all of it from a used materials place. had the chain and pavers on hand. you can put some big spike nails in the pallet for a little more action, but i find the spring rake works well.

My drag works incredibly well. I just used it to smooth 20 acres of disked plots. Unfortunately, have no picture. But started with three pieces of 4 x 6 angle 1/4”. Drilled holes in each end and in the center and bolted 1/2 eye bolts. Laid the three pieces down parallel with about 3 feet or 4 feet between them. Connected them with chains down each side and a middle chain. I also “wove” criss-crossed chain in an X pattern between the three angles. Then attached a chain harness with clevis in the middle to attach to the tow bar or trailer hitch. I’ve drug this many miles. It is bomb proof. It levels and moves some dirt. Sometimes limbs get tangled in and it has to be quickly cleaned. It can be flipped over, runs either way, but digs in more with the angles facing down. I pull it with my tractor or truck. It may be a little too heavy for a ATV, but shortening the angle iron would allow that. It was pretty cheap to build. I’ll try to get a picture soon.

We use old semi tires (as big as we can handle) with a cast eye-bolt through the tread for a hitch and 5/8 x 4 grade 8 all thread bolts through side wall to prep for sowing grass where we thin timber and flip it over to cover the seed . Works great and dirt cheap

Unless you have a huge metal scrap pile I would think you could buy one cheaper. I just picked up a new 6' drag harrow for $249.
