I think your idea has some merit, but I think there's a big drawback. Namely, it's going to be very difficult to clean the chicken plucker to be clean enough to peel garlic. I've done my fair share of chicken slaughtering, and I personally wouldn't want to buy garlic powder that had come from shared equipment. Just my 2 cents.

That’s a good point. Even if it could work, and I don’t think it can, no one will wont garlic that was peeled with something that was covered in chicken crap. Chicken feathers are tremendously filthy.

I was thinking of the chicken plucker mainly because of the cost of a garlic peeler.

Then I came across this device with has similar garlic peeler action:

Might be too small to do 20lbs without lots of load/empty cycles and since it does not appear to be available in the US it is likely 220v. However, the concept might be applied to a larger food processor or perhaps a blender would be better. Appears to be a silicon rubber 'blade' they use... might not be too hard to make your own as silicone rubber casting kits are available.

I am going to try the paint shaker. Local Harbor Freight has paint shakers in stock. I'm going to get one after Christmas. I will let you know how it works out.
