Use the POR-15. I have been using it for years and the stuff is fantastic. I live in Wisconsin and the roads are heavily salted in the winter, rust is terrible but the por15 keeps it away.
I look at the extra cost as a trade off to repairing paint and rust damage. I top coat the stuff that gets sunlight.

I've used it for years on dozens of projects. It should be primed and overcoated. It covers rust and converts it, ending the rusting. Best to buy the small six pack cans as once it's opened, the lid is a bear to get off (even if you try the plastic wrap trick)

I re-did a Case two bottom plow. It had been outside for years and was a rust bucket, used POR15, Primer and topcoat. It still (after 5 years) looks great.

But how does it hold up to nicks and scratches?

Can you use it like on the uderside side of a mower deck? Withstand the occasional rock?

I've known a couple guys to use truck bedliner coating material for the underside of mower decks and they absolutely swear by it.
