Yup. I have a Scherline scale (1 square inch piston & a pressure gauge). When I got my new trailer is (4klbs trailer, 5klbs of tractor + impliments) I ballanced it out to a little over 1klbs of tongue weight. Loaded the tractor forwards & backwards then moved it around until I got the right weight on the Scherline. Then taped the deck where the tires were. Of course the tape has come off now, need to redo it & paint the marks next time. From Weigh-safe - "Most experts agree – that an acceptable tongue weight for any trailer is somewhere between 9 to 15 percent of the gross trailer weight (GTW)." If you are towing a 9500 lbs trailer/skid steer combo, the tongue weight should be approximately 1000 lbs. I personally would be a shade heavier as on my Dodge it seems to handle the weight fine and smooth out the ride a bit. I am normally around 1200 on that weight trailer combo.
Check your owners manual for maximum permissable tongue weight on the hitch. Many specify a weight distribution hitch if you exceed a certain amount & then go up to a higher limit with a WDH.
