As others have said start with a soil sample and try to take it at the same time each year if possible. Nutrient availability can change some at different times during the year. A and L, and Waters Labs are two I've used other than the local extension office. Take enough samples to fill a sample bag 4"-6" deep to get an average of the whole field. Because you are likely to fertilize it as a whole. 11 oz to a pint of 2,4 D is a good place to start for pasture/hay broadleaf weeds. Add a "sticker". It may "ding" some clover. Always follow label directions.
