Hay is dried grass and pasture cut and used for animal feed. Thus you can have many different kinds of hay such as timothy, clover or fescue.
Straw is an byproduct of gereal grain production. The dry stalk of a cereal plant, after the nutrient grain or seed has been removed. Usually refered to as "wheat straw" or "rice straw" unless it the only grain grown in the area. In my area straw is understood to be wheat straw as that is nearly the only cereal grown.

Last summer I bought hay anywhere from 50 cents a bale to $1.75 per bale.
Around here hay is usually cheaper than straw

Hay is cut when the plant is still growing and "live". Straw is cut after the plant (generally a cereal grain as was mentioned) has grown and has dried down. Hay will have (If it's good hay anyway) some nutritional value. Straw doesn't.

Straw is what is left over when you don't plan your hay just right.

In addition to the above, straw is used for mulch for tomatoes and is also scattered or even blown over the ground after broadcasting grass seed. Hay is fed to livestock. Hay can be used like straw but in many cases will have more weed seed in it. Straw cannot be used for feed.

Looks like lots of varying opinions on the difference.
Here's just my $.02...
I was always told that straw is the stock of the wheat plant (I guess other plants too). The wheat head is harvested and straw is the by-product. It has only limited uses, not for feed because the straw is hollow same as a drinking straw. Hay can be any grass,legume, forage. Around here mostly grass (not hollow) and is mainly used for feed.

Straw can be used to build houses as well.

There is no organic matter for animals I.E... mice,other rodents to eat and it does a heck of a job insulating

You feed hay to the bull and the straw is used to catch it after it has gone through the animal. This is the way we did it on the farm and I am sure that it has not changed in the last forty years.
