Yes voltage should be equal anywhere you measure it. There has to be a high resistance somewhere along the circuit to drop voltage that much.

One very common automotive (tractor) problem is a bad ground connection. I don't know if that applies here but it's something to examine.

when checking voltage. remember to check the wire that is suppose to be hot with one lead and the other lead to ground.

I have a resistance of 2.2 from the neg post of battery to the bolt the is connecting the negative cable to the frame. This is a bad issue?

I would dismount the ground cable, clean all attachment points, and measure again. Might as well clean the positive cable too.

I think that should measure well under one ohm but if you're using the 'free with purchase' Harbor Freight multimeter, you may be within it's range of error. I recently borrowed a $200+ lab multimeter and found all four of my HF freebie meters showed a tenth to a quarter volt low, testing the 12 volt tractor battery. Think of that meter as a tool that can suggest an issue, not as a precision instrument! :)

I will do exactly by dismounting the cable and cleaning well. Meanwhile, I've checked the starter switch and it turning out fine as well the head light switch. I took that switch apart and was really clean inside so I was happy about that. While I was at it I dismounted the fuse box and cleaned all the contacts behind it where the wires clip on, plus the bus bars for each fuse. Turns out while I was going over things the wires were not on there perspective post, so that's all corrected now.
What I have done today as well was remove the head light fixture and will clean it. I checked the black ground wire noticed the connector a little dirty and have wire brushed that. I'll see what happens after I finish the ground cable from the battery and assemble all.

Sounds like you have covered all the bases.

That's a much better meter than my freebies.

My bride made sure to advise to get something not too expensive or too cheaply made when we were at Home Depot buying the multi meter.

Changing gears on you for a moment......noticed your location. My wife and I really enjoyed visiting your star July 2016 stayed at Half Moon Bay over at the Ritz. Hired a vindor and toured Napa. wow what a fine time we had. Beautiful State and gorgeous Napa Valley. Arranged a lunch for the two of us at Auberge Du Soleil, An Auberge Resort with special seats on the terrace. Had to save a few pennies for that trip but was it worth it. Yes

Glad to hear you enjoyed it here. We should probably go see what those nice places are all about, we never have.

We're on the periphery of that world-class Napa environment, over in Sonoma County, west of Napa. Some years my apples have gone into Martinelli Sparkling Cider, the stuff served at weddings to non-drinkers. The contractor who cultivates/harvests my apple orchard has a vineyard on his home parcel that feeds into Kosta Browne. Their Pinots sell in the $100 range!

My little place was bought by my grandparents as a modest retirement home for them with the apples carrying some of the cost. But recently these little places are getting bought up as summer homes at insane prices. I'm now one of the few remaining traditional orchards. Its a small piece of rapidly-disappearing traditional California, that I enjoy preserving.

I finally assembled everything I took apart to check all ground wires. Lights are working now....hurrah !!!! 20180301_085458.jpg
