I find it irritating when people needlessly have their "extra" lights on. If there's no traffic around, then fine, do whatever you want. Just be sure to shut off the high beams *and* driving or fog lamps when you approach another vehicle (either in front or behind).

The only time I use my fog lamps are either to signal other drivers much like you'd flash high beams quickly to get them to shut those off, or in heavy dense fog. In heavy dense type fog, I actually kill the normal head lamps and run with only the fog lamps, because they produce far less glare than the head lamps do. Slowing down also occurs in dense fog, usually, because I really don't like surprises when I can't see anything.
