It sounds like the knife drum isn't spinning fast enough. The drum for my chipper weighs about 200lbs. Once it is up to speed it is hard to stop it unless my belts are slipping or I don't have the clutch engaged. Does the drum rotate freely when not engaged? Is there some shipping blocks that haven't been removed? Has the knife anvil gap been set properly?

How many HP is your tractor? A limb 4" across will take a fair amount of HP to chip. I'd set the feed as slow as it will go and start small and work up to see what your tractor will handle.

I looked up the specs on a Jinma 254 and they are 25 hp. The pto hp would be somewhere around 21 then(?).

A BX62 is rated for 60-70 pto hp so you may have a problem putting bigger limbs through as Ductape points out.

It sounds like you are saying as soon as the limb reaches the cutting blades, it flies through the chipper. It should be held back by the feed rollers and slowly progress until the last foot or so clears the feed rollers, then that last bit goes whoosh through, but only because there are no grippers holding it back at that point. There should be plenty of spring tension on the moveable drum roller so it grips the limb tight, preventing it from shooting through.
