I've only had my NH TC18 a little more than a week, so I'm hardly an expert. Worse, I didn't look at any other tractors other than New Holland - the dealer is so far above the others, there was never a doubt in my mind.
All I can tell you is that I got the TC18 with 4WD, Hydrostatic trans, 12LA FEL, 4' rear rotary cutter and 4' box blade for $14,800, so that fits your budget. The TC18, TC21 and TC24 all use the NH Class I Boomer frame which I think would fit your size requirments. Believe it or not, it was my dealer who told me that the 21 and the 24 are probably not worth the money unless you have a specific need for the extra horsepower. I have 20 hours on my little TC18 already, and have not come up with a single shortcoming. The loader lifts 750 pounds more than 7' high; the 3 PH lifts 1265# and pulls 4' implements without trouble; the steering radius is so tight it's like turning in a dime...you owe it to yourself to try this one out before making a decision.
