This is what is known in the trade as a "POCKET PART." If after reassembling a mechanical assembly there's a part or parts left over and the assembly seems to work OK without them then you put the extra part(s) in your pocket and try not to worry about it while maintaining plausible deniability that you did so.

I think its something that just fell in. My buddy was changing his oil on a brand new truck back about 10 years ago and he heard something drop that was metal when he open the drain plug. He filtered the old oil and got a ball bearing about 3 times the size of a BB. He called the dealer and they sent a mechanic out and said do not worry about it, its not part of the engine. Anyway he drove that truck for 4 years and zero engine issues so it must have been a ball bearing from the plant or assembly tool.

Either manufacturing debris or "repair debris".

When Pat called it a pocket part I thought he was going to state that it's something that came out of a shirt pocket in the process of performing some other repair.

I couldn't see the cuts good enough, but it looked like it was cut with a waterjet. If it was, it was probably dropped in at the manufacturer.
