You can also adjust the individual pedals so that they bite nicely and are about equal in height by changing the length on the turn buckles under the foot board. Soak the lock nuts in penetrating lube to ease them off and adjust and check, get the pedals about the same height too (the lock between them can allow separate rear wheel braking). It's something often overlooked on old tractors.
