The problem is looking more & more like the OPC controller is the problem. Just for reference, the OPC fuse is good. Plugs connected well & everything is good visually. Was kind of suspecting worn, chaffed or otherwise damaged wires. Maybe even a mouse nest or related damage. But no such luck for simple fix so far.
Going to do a little more digging in WSM to see how I can better test. Thanks to everyone. Ideas still welcome.

Sounds like you could have a bad relay. When you turn your tractor to the on position (but not start it) if you push the clutch in can you hear a relay click? If not then you are on the right path with a a safety interlock problem. When you try to turn the key to start it does it beep? Try again without pressing the clutch? Does it beep now? Does the display say "clutch"? What about with the PTO engaged?

Sounds like you have the cowl removed allowing access to behind the display. I believe there's 4 relays there. One of them died on me that controlled the glow plugs. I think they are the same so try swapping them and seeing if that helps. You can also remove them and check the terminals. One should have power, one should go to what ever it's controlling (both of them could be heavier wires), one will only have power on it when it's in the "on" position, and one will be grounded. It's a standard relay, I replaced mine with a cheap one from the autoparts store. The one that's on when the ignition is "on" will be different depending on which relay. For example the one for the glow plugs will only have power on it until the glow plug timer turns off. The pins on the relay should look something like this. Cheap ones from the autoparts store will have an extra pin in the center that makes contact when the relay isn't picked.

Check the fuse for the keystop an all other fuses including ones by the battery was like a 5 amp for the keystop on my L3130, Intellipanel said my Mid Pto was engaged also

I had the same problem with my L4330 years ago. New fuse fixed it.

I now have exactly the same problem with my Kubota ZD326 ZTR. Gotta work on that one tomorrow.
