I opened the fuse panel and second fuse on the passenger side was blown. I replaced this fuse but still nothing. I turned the key on and it didnt blow again.
Does anyone know where the nuetral safety switch is on the TC40DA?
Also I have a two prong plug hanging loose under the driver side foot board. I cannot find where it plugs into.
I'm about ready to call someone.

Just in case you have not picked up on it, if you turn on the key and the PTO engaged light illuminates on the dash, but the PTO is not engaged, that is a sure sign that fuse #2 is blown.
There are two switches that will keep the starter from operating. One is the PTO engaged switch and the other is the neutral safety switch as you noted. The neutral safety switch is on the left side of the transmission housing. It has two connectors (bullet style connectors) that are plugged into it. It is not a single plug with multiple contacts on my tractor. It may have been changed on yours, but mine are individual connectors that can be removed one at a time. The switch is screwed into the transmission casing and is operated from inside the transmission. It is not an external switch like the parking brake, and PTO switches DocHeb posted. However, the PTO switch is an exposed switch that you can see easiest by looking from behind the tractor. Look up between the left-rear tire, above the axle, near the bottom of the operator's platform and you can see the switch. Having someone move the PTO lever while you look is a big help if spotting the switch. It may have some trash around it, but mine has never had so much trash that it caused a problem.
BTW: There is no "fuel pump" on your tractor. If you jumped power to something on the injector pump, I'd bet it was the fuel shutoff solenoid. That solenoid must be energized to allow fuel into the injector pump. When you turn the key off or stand up off the seat without having the parking brake set, that solenoid de-energizes to kill the engine. If it is the problem, the starter will turn the engine over, but it won't crank. That's how you can tell if you have a problem with the parking brake switch or the seat safety switch as opposed to the PTO and neutral sensing switches.
EDIT: I'm attaching a picture from the parts manual that shows the neutral safety switch (Item 29). Item 33 is the range selector arm where it goes into the transmission. The switch is just above it. Again, if you can have someone move the range selector while you look up under the platform, it will be easy to spot.
...and if you don't have a mid-pto, the connector you see hanging underneath your tractor could just be unused. It may not hook to anything.
