Colors do matter, but they matter in the infrared. Just because it looks bright or dark in visible light, doesn't necessarily mean it is dark, that is a good radiator, in the infrared. You don't want a good infrared radiator on your headers.
That said the shops that do the coating can tell you and get you specs on the temperature reduction available.
Bear in mind that you really want an insulating coating on the inside, where it can do the most good. i.e. not letting heat get conducted back to the block (and radiated into the engine compartment). The outside is a nice secondary layer that helps prevent heat on the inside of the engine compartment, but the two layers are addressing different heat issues.

As for the housing market. Our house in LA has gone down in value for sure. My parents are shopping in Eugene, Oregon, and they are having the same experience you are.
I am hearing good things about finding short sales, but it takes some looking to weed through the chaff.
I think you are right to wait this one out. At least until we have a new president. But it sucks to be you. An apartment when you could afford a house is no emotional fun.
