Reading the after market filter post made me think of my neighbors hydraulic issue a few months back. He changed the fluid and filter, and with similiar results. When he opened the packaging for the filter, the gasket was loose, so he just put it just inside the rim, which it fit, and finished the job. When he couldn't figure it out, he called me over and we discovered the gasket was not supposed to fit just inside the rim, but on top of the rim in a groove in the housing. While sitting in the rim it mostly covered the outer holes of the filter restricting the flow of the hydraulic oil. Real easy mistake to make. I hope you solve it and please post back what you find.
