And here is what I believe the problem was, so that you will know another thing to look for next time someone posts with a tractor that runs up and down, fast and slow, and only functions on fast with a load on the engine.
There were 2 problems that I fixed yesterday when I took the Carburetor apart.
1. The Little pin inside the Carburetor for opening fuel flow. (I believe it is called the floating pin.) Was gummed up just a tid bit, if you tapped the Carburetor a bit then the pin would fall down, but if you didn't, it would stick well enough to cut off fuel.
So the problem was that the engine would use the fuel it had, and run fast, then the momentum of the engine would keep it running when the gas was gone long enough that it would throttle down, and use the throttle flap as a choke to create a vacuum to pull the fuel in and unstuck the floating pin.
But so much fuel would come into the Carburetor that the floating pin would close, and cut off the fuel, thus giveing the engine enough to get back up to speed before it ran out. And restart the pattern.
So, a sticky floating pin in short, will cause fuel pressure fluctuation that reflects onto the engine speed.
2. The first time I took the Carburetor out I ruined the gaskets between it and the engine. So to fix that I bought "Part No. 3157 Rubber-Fiber" and made my own gaskets.
I have yet to test my gaskets with the heat of an extended run time.
