I believe there is a forum dedicated to IH tractors. Hopefully, those folks can help you out.
But, to get you started (maybe)...are you trying to start the tractor in cold weather? Are you using the glow plugs?
Is the starter cranking?
Anyone trying to help you is going to need a bit more info as to what is happening when you try to start the tractor.
