Hole in muffler

Is the hole on the under side of the muffler? If so, you should leave it open. Look at any modern automotive muffler, they have a hole like that one, to allow for moisture drainage. This helps the mufflers last longer.

Could that be a bullet hole?

That's what I was thinking, but he said it was under the hood.
