Generally and offset disc is a primary tillage tool, whereas an tandem disc is a secondary tillage tool. Primary tillage such as moldboard plows and offset discs are meant to break the ground, and secondary tillage such as tandem discs are to condition the already broken soil.
Offset discs have larger blades 26-32" in diameter, compared to 16-22" for tandem discs. Offset discs larger blades allow them to penetrate deeper in the ground and the offset design makes them pull harder.
Your concept of using disc wings to make a 5' offset style disc but with tandem disc penatration should work. However the forces at play will require a much stronger frame than channel or angle. You will need some good box framing to prevent the disc gangs from bending the frame up bad. Depending on your soil conditions you might struggle pulling it, however I think you will most likely be able to pull the disc your planning on building. However the seed bed will not be as nice as a tandem disc. You will have ridges and furrows the width of the disc up and down the field, due to the design of the offset. This is why you have the double V shape on a tandem, it makes for a nice relativily smooth seedbed. To prevent ridging they will often put smaller disc blades on the very outer parts of the gang.
