It seemed like those with older engines didn't have the problems.
I've been saying for a long time, the OLD Honda's were better engines, you know, the ones that were "made in Japan"...

It does sound like it’s frozen due to the snow and sub zero temps. I would try to warm the recoil cover area with a heater or carefully with a high temp blower (like the $8 model from harbor freight).

Thanks for all your input and ideas! I finally got it started.

Turns out the cylinder was flooded and that prevented the electric starter from turning it over. Removed the spark plug. Pulled the starter cord a few times. Replaced the spark plug and turned the key. It subsequently coughed some and started up. Not sure why it flooded. Let me know if you have ideas about that or how to avoid it from happening again.

As far as the starter cord goes, my guess is that at first there was no resistance because the cold locked up the pawls. After warming the engine up, I had the opposite problem. I couldn't pull the cord at all. I guess that was also because of the flooding. I'll have to check yet but that too should be working now.

Check your oil and make sure the carburetor float isn't sticking and flooding the crankcase...

A stuck carb float will flood it when it's sitting. Check your oil for fuel saturation, and change if it is. It's pretty common on these small engines and the fuel shut off needs to be used to prevent it. Hopefully it was a fluke caused by your carb icing up in the extreme cold.

Turn the fuel off, when you aren't running the engine.

That will keep the gas from flowing when it's not running.

Glad to hear that you figured it out.
That would be a lot of gas in the cylinder, some must have leaked by the rings into the crankcase, you should change the oil to be safe.
Yes, shutting the gas off when not in use is a good idea - I must start doing it too

If you can, get a utility heater and point it at the starter end of the motor for an hour or so. Something is probably just frozen up.
