( "In my opinion the steepness of the grade has little to do with the pavement failing" )

Ever notice the washboard effect where vehicles stop and start? Have you noticed the concrete Bus stops in cities?

Well, steep grades will washboard and then fail.:)

Well-written, steep grades will washboard and then fail.:)
Could the concrete be to withstand drippings of petroleum leaks from the busses?

I have seen both and they are not related to a poor subgrade.

The washboarding at stopping and starting locations is because the bond between the top layer and the layer below has failed causing the top layer to slide along the lower layer and the top layer also actually tear. This can happen on flat roads as well as steep ones.

The concrete bus pads are because with heavy vehicles traveling at low speed asphalt pavement will rut. The rutting can be prevented by changing the grade of asphalt oil in the mix. It is usually cost prohibitive to build the entire road out of the mix that will withstand the loads caused by the buses when they are traveling slow and even to just do a small portion at the bus stop. You can often see the same kind of rutting common on roads that lead to port terminals, rail or truck terminals.

"Some Canadian provincial and municipal governments have already begun to choose rigid concrete pavements for selected projects. Many cities are also using concrete pavements at hightraffic and high-wear intersections and bus stops, where asphalt has a tendency to rut and shove. As Canada痴 transportation infrastructure comes under growing stress from escalating traffic, informed decision-makers who base their pavement selection on life cycle cost analysis, safety, environmental and social benefits will increasingly secure the future in concrete."

Yes, concrete is also better for oli drippings.

Wash boarding may occure in areas where brakes are applied or steep grade's have the tires exerting more lateral force on the road surface. Even on railroads sections of track on steep gradient wear much faster than on low gradients.:D

Perhaps the most harm to asphalt occurs when ladies in spike heels tak to walking on it!:D

I dont disagree abiut a well done concrete driveway being good, but 6" of 3000 psi on compacted subgrade costs between $35-50/sq yard. Asphalt and base can be done for a fraction of that ($10 asphalt and $6 for base) and still gives a good service life.

The sub grade is packed well after driving on it for 8 plus years. This last summer I add another 4 " of crushed concrete than I put 48 yards of stabilized sand the steep section and mixed into the crushed concrete sub grade with my 6' tiller making a solid base. This was a effort to try to make the base bind together. I was going to put another 3-4 inches of crushed concrete than put the 2" of asphalt on top of that. The lesson I have learned in this is I tried poor boy it and for the money I spent already I could have poured the bad section in concrete. So I will take all the advice you guys have to offer.

Just noticed that if you look profile pic when I was digging my pond with my Gradall you can see the bad section of the road in the back ground. As you can see to complicate the issue the bad section is right along side my pond.

Okay, wait till funds are available and do the hill all in one piece. Use a vibrating drum packer on the base and for the asphalt.

Preferably by contractor with proper equipment.:D

Don't pave on dusty rock or your asphalt will slide.

Dont pave in the rain

Dont get caught short handed, youll need at least one helper to drive and dump, two helpers would be nice

If you have means to prime the base, it helps bond asphalt to base, and prevents that dusty rock I mentioned

Put some diesel in a 5 gallon bucket to clean shovels/lute rakes, dont kick bucket over spilling diesel on asphalt
