I've always put a piece of polystyrene foam about 1 1/2"-2" thick to keep the cold concrete from sucking heat out of the water heater.

+1 also pipe relief to with in 6" off floor with metal pipe ie. copper, not plastic

In California code requires gas fired hot water heaters to be 18 inches off of the floor in garages. Home Depot sells a galvanized steel platform with 4 legs that is 18 inches tall. Not sure if this will work for you.

thanks guys for the advice and interest in my project i will be roughing in the
water heater this weekend here are some more pics they are few months old i will try to take some this weekend
