There is a saying that comes to mind: "It's easier to ask for forgiveness, than permission
That sounds good but isn't always true. Often you will be expected to return things to their original state plus pay a fine, whereas if you do it right there won't be a problem.

My father always held your viewpoint. He wanted a flush at the greenhouse but apparently didn't get any permits. (There is a state database with every approved site permit since 1970 or something like that.)
Chances are that he did it right. He knew how to do a septic and my uncle was the plumbing inspector.
Within a few years the property will be sold and a legal septic would enhance the value. Instead it doesn't exist, because he didn't go through proper channels. It may be just a vault that he had pumped occasionally but I haven't been able to find any receipts for that either.

Have you considered having a plumber run a camera down with a locator? You could at least map the system, and that might set you up for bringing it to compliance...
