the real answer will require the following info
-100 year rain fall rate is for your area
-what's the size of the contributory area is (that part up stream that collects water)
-what the permeability is of that area.
-what slope your culvert will be at. ( as steeper culvert flows more water)
there might be some other info but that is most of it.
